While federal investments have helped to bring forth major gains in higher education access, the system still faces a daunting landscape– rising tuition prices, spiraling student debt, and lackluster outcomes at many institutions—and failing to meet the needs of too many students. Meanwhile, the Higher Education Act has not been updated since 2008, making it difficult for federal policy to address these challenges effectively.
A new report by the Bipartisan Policy Center’s Task Force on Higher Education Financing and Student Outcomes—higher education leaders and experts from across the political spectrum—provides a comprehensive, bipartisan blueprint for strengthening access, affordability, and accountability in the U.S. higher education system.
