24 Aug BPC Action and Social Security Experts Call on Congress to Replace the WEP and GPO in Retirement and Social Security

A new letter from BPC Action and Social Security experts with diverse viewpoints urges lawmakers to consider alternatives to the Social Security Fairness Act of 2023 (H.R. 82), which would both fail to improve the program’s fairness and exacerbate its financial challenges.

The Windfall Elimination Provision (WEP) and Government Pension Offset (GPO) are complex, in some cases unfair, and widely misunderstood, but they serve an important—if imperfectly carried out—purpose. Replacing the WEP and GPO, rather than simply repealing them, would greatly improve fairness in Social Security without worsening the program’s financial shortfall.
