BPC Action commends Reps. Dave Brat (R-VA) and Tom O’Halleran (D-AZ) for introducing H.R. 5889, the Recognizing Early Childhood Trauma Related to Substance Abuse Act. We are pleased they are taking a step to deal with substance abuse addictions’ marks on children.

Substance abuse effects entire families. In recent years, the opioid epidemic has afflicted large segments of the population, yet its youngest victims are often overlooked. Studies have shown that steps can be taken to support families to lessen challenges children exposed to opioids face. We must work to guarantee that all those who care for children exposed to substance abuse have received the training and preparation they need to meet children’s needs and support healthy development.

H.R. 5889 is a good step towards improving and supporting the well-being of young children. When it comes to the opioid epidemic, we must recognize the importance of treating the entire family.

More must be done to educate the parents, grandparents, child caregivers, and Head Start teachers who work with, teach, and care for children affected by this issue. BPC Action looks forward to working with Congress to pass this important legislation and to working with both Congress and federal agencies to ensure young children’s developmental needs are met.
